Moloto Doctrine - Volume VII: Institutional Retrofit

Läs mer

The Moloto Doctrine - Volume VII: Institutional Retrofit moves the Doctrine from institutional diagnosis to institutional reconstruction. After Volume VI establishes how institutional reality can be examined, evidenced and measured, this volume asks the necessary next question: What must change when the architecture itself is defective?Institutional Retrofit develops a framework for deliberately reconstructing the relationships through which institutions exercise authority, manage information, distribute discretion, create incentives, advance people, apply procedures and impose consequences. The objective is not simply to correct an incident or discipline an individual. It is to repair the conditions that allowed institutional vulnerability to emerge, persist or reproduce itself. The volume examines structural separation, bounded discretion, procedural sovereignty, independent verification, protected challenge, consequence architecture, institutional integration, stress-testing, regression protection and the validation of reconstructed systems.Retrofit is therefore distinct from audit. Audit establishes what is wrong; retrofit determines how the architecture must change.Volume VII marks the Doctrine's movement from SEE and UNDERSTAND to REBUILD, establishing the methodological foundation for the empirical testing and institutional application developed in Volume VIII.
